  Donna Sessions Waters, General Counsel


Mrs. Waters is a lifelong resident of Florida and is admitted to practice before all Florida State Courts and the Federal Courts for the Northern District of Florida.

Before taking the position of School Board General Counsel, Mrs. Waters was a defense and family law attorney in private practice throughout North Florida.  She previously served as a prosecutor in the adult and juvenile courts of Escambia County and was Staff Attorney to the Florida Legislature’s Commission on Juvenile Justice.

She attended public school for her entire education, including B.A. and J.D. degrees from Florida State University.  She and her husband of 25 years are the parents of two daughters currently enrolled in Escambia County Schools. Her hobbies include reading, writing fiction, and knitting.

  Sharon Goshorn, Certified Paralegal


Ms. Goshorn is a Certified Paralegal through the National Association of Legal Assistants (NALA), and a Florida Registered Paralegal with the Florida Bar Association.  She has experience in the areas of probate, medical malpractice, civil litigation and family law, working over ten years for private law firms. 

Ms. Goshorn is originally from Tennessee, but has lived in Florida for over 35 years.  She has two grown sons: Brad is an accountant studying for the CPA exam; and Joey is a decorated veteran having served two deployments to Iraq and who is currently a student at the University of West Florida.  Both young men attended and graduated from Escambia County Schools.

As a volunteer in her son’s schools, Ms. Goshorn spent many years working in the Escambia County School District before becoming a full time employee of the district.  She is especially proud to say she was a charter member of the One-half Cent Sales Tax “Watchdog” Committee and served for eleven years with that group before resigning to accept her current position as the assistant to General Counsel.
